Together with Marife “Ping” Gomez (left), Sulong Karunungan program coordinator, and Board Member Jess Bascuña (right), chairman of the Committee on Education, Science and Technology, Mosqueda and the rest of the members of the school board discussed the updates on the enrolment status of DepEd Sarangani in preparation for the Oplan Balik Eskwela on August 24 for school year 2020-2021. Also, one of the agenda tackled was the innovation of LR on Wheels, which stands for Learning Resources on Wi-Fi Hub for Expanded e-Learning in Sarangani, as one of the modes of learning to be considered in the ‘new normal’ opening of classes. “Talagang napakahalaga,” Mosqueda said referring to the importance of LR on Wheels to be used as “one of the learning deliveries” for the students. “Kung tingnan naman natin ang cost-efficiency, makakatipid tayo sa LR on Wheels. Convenient din siya hindi lang sa bata pati na rin sa teacher, kasi si teacher hindi na kailangan maglilibot at mamimigay ng modules,” he added. Mosqueda said the LR on Wheels initiative has already reached the DepEd Central Office and Sarangani is set to present LR on Wheels to them on August 3. Sarangani inaugurates P25-M health offices building

ALABEL, Sarangani (July 20, 2020) – The new Provincial Department of Health Office and Integrated Provincial Health Office (PDOHO-PHO) building was inaugurated and turned-over to the Local Government Unit (LGU) of Sarangani during its ceremonial ribbon-cutting on July 15.

The 2-storey PDOHO-PHO building was worth P25 million and was funded by the DOH with the help of the Department of Public Works and Highways (DPWH) Sarangani through the initiative of then-Congressman Manny Pacquiao back in 2012.

The PDOHO-PHO building is set to be occupied by the DOH and PHO staff for a conducive workplace, and for a centralized and integrated health service for the public.

Provincial Health Officer Dr. Arvin Alejandro said “noong 2016, Congressman pa si Senator Pacquiao noon, that was the time nag-mobilize kami ng fund. Gikamang namo ni Doc Butch Duldoco (DOH XII) ang budget intended for DOH and PDOHO office.”

Alejandro added, “in the Philippines, I think wala pay laing office nga nag merge ang PHO and DOH, but with the good relationship that we have, we were able to request for an approval of budget through the facilitation of Congressman Pacquiao before, amounting to P100 million.”

It was in 2013 when funds for the construction of Sarangani Medical Hospital/Sarangani Health Care Facility (SHCF) has started coming into the province.

An initial P50 million fund was progressed for the construction of the initial component of the SHCF which includes the Emergency Room (ER), Outpatient Department (OPD) and laboratory, which are, according to Alejandro, the facilities where major and rudimentary services belong.

In 2014 and 2015, an additional P5 million and P50 million were downloaded, respectively, for the completion of the foundation and structure of the OPD.

In 2016, another P50 million was allotted for the completion of the Operating Room (OR) and remaining various facility inside the hospital premises.

In 2017, an additional P100 million was downloaded for the completion of the East Wing of the SHCF worth P60 million, which will cater to an additional 70 beds with private rooms; P10 million intended for the completion of the OR; P5 million for the wastewater treatment facility; and the P25 million for the PDOHO-PHO building.

Moreover, an additional P33 million was approved in 2018 envisioned for the construction of the Acute Psychiatric Unit which will be constructed alongside the PDOHO-PHO building.

“And for this year, 2020,” Alejandro said, “accordingly, meron pa pong P70 million intended for the Molecular Biology and Isolation Unit na ilalagay din sa ating hospital.”

Alejandro said it was Congressman Manny Pacquiao who pushed at the national level to establish the SHCF and with the rationalization plan that was done with the team of former Provincial Health Officer Dr. Antonio Yasaña and PHO Sanitary Engr. Ruben Pelones why SHCF was successfully pushed through.

According to Pelones, the main reason why PDOHO and PHO were housed in one building was primarily for the convenience of the public in transacting medical or health support and services.

“Matingala man gud ang mga tao nganong separate ang PHO og DOH office sa province, so we came up with the concept nga gi-isa na lang siya namo, para naa ra sa isa ka lugar ang flow sa serbisyo especially na DOH and PHO are focused sa health services, di na kinahanglan magtabok-tabok sa mga tao and I think that’s a big help from a little effort alang sa ilaha,” Pelones said.

He added, based on the hospital development plan, “the whole first floor will be intended for the PHO, public health services and concerns sama sa mga technical matters, and then sa upper deck naa didto and DOH office and ang conference room.”

“Mao pud ni ang mahimong headquarters para sa atong Operation Center sa Health Emergency and at the same ang Staysafe.Ph nga center, so tanan communication-related labi na sa Covid-19 diri na nato ibutang sa atong PDOHO-PHO building.”

On the other hand, LGU Sarangani’s counterpart for the PDOHO-PHO building is on the equipment to be used for the operation including the development plan, water system, fire extinguishers, electricity and its maintenance.

During the turn-over rites, Alejandro said “the feasibility study for the whole hospital complex was actually P500 million, not included pa ang staffing na will be charged against the fund of the province.”

Senator Pacquiao graced the turn-over rites of the PDOHO-PHO building.

“In 2012, noong Congressman pa ako ng Sarangani, nakita ko na wala talagang hospital ang probinsya at nabahala ako noon dahil sa population natin na mahigit sa kalahating milyon na noong time na yun. So sabi ko, gagawin ko ang lahat para makapag-patayo ng hospital kasama na itong building na ito, health office building para sa ating mga doctors and other health staff,” Pacquiao said.

He added, “nagpapasalamat ako sa ating Panginoon dahil natupad yung pinapangarap natin mula pa noon, kahit di pa tapos at least we’re moving forward, little by little”.

In this time of pandemic, Pacquiao appealed, “maghiusa tang tanan para ma-solve ang problema sa atong nasud. Let us always remember that everything is possible with God.”

“With this success, gagawin pa namin ang lahat ng aming makakaya with the help of Congressman Ruel Pacquiao, maghahanap pa kami ng budget para maidagdag natin sa ating probinsiya and I’m praying for the safety sa lahat ng frontliners. Were so proud of you,” said Pacquiao.

Speaking at the event, Regional Director Aristides Tan of the Department of Health and Center for Health Development (DOH-CHD) XII expressed his gratitude to all the individuals behind the realization of the PDOHO-PHO building which is a great help for the health services of the province.

“Now, we can see that the building is ready for occupation and it’s also nice to see that the building is moving forward and we’re also looking forward for a hospital that is able to cater the people of Sarangani.”

“It is indeed a labor of everybody in Congress why there is a sufficient fund for the project, and hopefully more funds will be coming in for the completion of the other parts of the hospital,” Tan added. (Joshua John S. Pantonial/SARANGANI PROVINCIAL INFORMATION OFFICE)
