Govt Serbisyo is real, Kinam feels

MALAPATAN, Sarangani (April 25, 2021) – (From right) Vice Mayor Jean Delos Santos, Mayor Salway Sumbo Jr., Barangay Captain Ruben Sumbo, Governor Steve Chiongbian Solon, Deputy Speaker Congressman Rogelio “Ruel” Pacquiao, and Municipal Councilor Elizabeth Sambaga lead the ribbon-cutting ceremony of the newly-constructed covered court of Barangay Kinam during the Serbisyo Caravan para sa Sarangan on April 21. The covered court was funded by the provincial government of Sarangani under the leadership of Governor Solon worth P4.5 million. Also, the newly-constructed Kinam barangay hall worth P8 million and Kinam Elementary School covered court worth P3.5 million, both funded under the office of Congressman Pacquiao were formally turned over. Part of the turned over projects were the Kinam National High School DepEd building worth P16 million funded under the office of Senator Manny Pacquiao and the road project worth P5 million funded by the local government of Malapatan. During the conduct of the Serbisyo Caravan, various medical, agricultural, livelihood, environmental, educational, and other basic social services were provided through the convergence of the different government agencies. The caravan was simultaneously conducted with the Serbisyong Segurado sa Barangay of the local government of Malapatan, Ronda Probinsya alang sa Kalinaw of Congressman Pacquiao, and the 49th foundation anniversary of Barangay Kinam. Mayor Sumbo: Govt transforms Kinam into better community

MALAPATAN, Sarangani (April 25, 2021) – Mayor Salway Sumbo Jr. and Governor Steve Chiongbian Solon lead the conduct of the Serbisyo Caravan para sa Sarangan at Barangay Kinam on April 21. In his speech, Sumbo recalled the hardships he experienced during the times when he was still the barangay captain of Kinam. “Ang inyohang pag-ampo, na tagaan natog hustisya kay dili na ta magbakatas, dili na mangamatay ang atong mga tao nga naigog mga sakit nga ma-stranded lang sa gilid sa sapa og dili na kadiritso sa hospital,” said Sumbo. He also assured that the road concreting is on top among his priorities for Malapatan. “Gi-priotity gyud nato ang kadalanan kay para sa ako, kung walay dalan, magpabilin gihapon ang kalisod sa atong kinabuhi,” he said. He also urged the residents of Kinam to continue planting crops even as there are road concreting projects underway. “Magkugi ta sa pagtanom, bisag naa pa tay dalan kung kita mismo diri sa kabukiran magpatamad-tamad og pasagdan gihapon nato ang mga tao nga mag samok-samok, maglisod gihapon tag kab-ot sa atong ginahinam nga kabag-uhan,” Sumbo added. The mayor also acknowledged the former rebels who are now part of the peacekeepers called “Bagani” who are assisting the Armed Forces of the Philippines in guarding the area against communist groups trying to disturb the peace and order of the community. PWDs get govt Serbisyo

MALAPATAN, Sarangani (April 25, 2021) – Governor Steve Chiongbian Solon assists a person with disability (PWD) during the Serbisyo Caravan para sa Sarangan at Barangay Kinam on April 21. One of the services provided during the caravan is the distribution of mobility aid for the PWDs based on their physical condition such as wheelchairs, crutches, and walking canes. The items were from the Department of Health in partnership with Walk Free program under the Serbisyong Sarangan Community Outreach Program, a flagship program under Governor Solon, in coordination with the Provincial Health Office. Deputy Speaker Congressman Rogelio “Ruel” Pacquiao also assisted in the distribution of the items. The Serbisyo Caravan para sa Sarangan was simultaneously conducted with the Serbisyong Segurado sa Barangay of the local government of Malapatan, Ronda Probinsya alang sa Kalinaw of Congressman Pacquiao, and the 49th foundation anniversary of Barangay Kinam. Deputy Speaker Pacquiao: P12B projects delivered to Sarangani

MALAPATAN, Sarangani (April 25, 2021) – Deputy Speaker Congressman Rogelio “Ruel” Pacquiao speaks during the Serbisyo Caravan para sa Sarangan at Barangay Kinam on April 21. The congressman reported that for the past five years of working for Sarangani, with the strong support of all the provincial officials, huge projects worth P12 billion were implemented in the entire province. He said the billions-worth development poured into Sarangani would not be possible without the strong support and unity of every Sarangan. During the caravan, the congressman also formally turned over the newly-constructed barangay hall of Kinam worth P8 million and Kinam Elementary School covered court worth P3.5 million funded under his office with the help of Senator Miguel Zubiri. Govt services pour into Kinam as rebels evaporate

MALAPATAN, Sarangani (April 23, 2021) - Provincial and local government officials lead the distribution of food packs to locals of Barangay Kinam on April 21 during the conduct of Serbisyo Caravan para sa Sarangan, Ronda Probinsya para sa Kalinaw, and Serbisyong Segurado para sa Barangay programs. It was led by Congressman Ruel Pacquaio, Governor Steve Chiongbian Solon, Vice Governor Elmer de Peralta, Mayor Salway Sumbo Jr., Vice Mayor Jean delos Santos, and Provincial Director Engr. Samuel Camaganacan of the Department of the Interior of Local Government. The Serbisyo Caravan is part of the Retooled Community Support Program (RCSP) - an umbrella program under Executive Order No. 70 institutionalizing the whole-of-nation approach to End Local Communist Armed Conflict in the country (ELCAC). It aims to integrate government programs and efforts to actively engage the involvement of the sectors and communities in the farthest barangays in the province. Kinam is among the 16 far-flung communities all over Sarangani which were identified based on the guidelines of the Armed Forces of the Philippines as having been “cleared” from the activities of the CPP-NPA and will benefit from the services provided during the caravan. Members of the Bagani group also assisted the AFP in the distribution of the food packs. The Bagani (Warrior) are former rebels who had surrendered to the government and decided to go back to the fold of the law and volunteered to aid the military in securing the uplands against the illegal activities of the leftist groups. These FRs have received initial support from the government as they went back to the mainstream of society, and are yet to receive more as they are set to be enrolled in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP). Kinam cleared of NPAs, Philippine Army-built road shortens travel from 12 hours to 30 minutes

MALAPATAN, Sarangani (April 23, 2021) – A Serbisyo Caravan vehicle of the provincial government journeys through the newly-opened road going to Barangay Kinam via Barangay Daan Suyan to deliver the needed services for the residents of Kinam on April 21. The road-opening project, which started in 2020, was the initiative of the partnership of the provincial government of Sarangani, local government of Malapatan, and the 52nd Engineer Brigade – 512th Engineer Construction Battalion, in response to the mandate of President Duterte thru Executive Order No. 70 “institutionalizing the whole-of-nation approach creating a national task force to end local communist armed conflict or ELCAC.” With the road-opening project, government services were able to reach the far-flung barangay of Kinam and brought an end to insurgency in the community. According to Tata Sinon, 33, a farmer from Sitio Masandig, before the road was opened, it would take farmers half-a-day of 23 river-crossing via horse-riding from Kinam to Daan Suyan, and another half-a-day from Daan Suyan to Lun Padidu in bringing their products of copra, corn, abaca, and upland rice to the market. He even lamented that back then, half of their products would be damaged and go to waste whenever the water level in the river is high. Sinon added the residents of the barangays have also been suffering in the early 90s to early 2000s due to armed conflict between the New People’s Army rebels and government troops. With the road now opened in the highlands, it would only take a 20 to 30-minute ride from Kinam to Daan Suyan via motorcycle or pick-up truck. Farm products would be delivered with ease and would be of high quality and price, delivery of basic social and economic services to the people is no longer hampered, and development has thrived as peace is now achieved in the community. MAITUM, Sarangani (April 21, 2021) -Members of Y'El Cultural Dance troupe perform a cultural Tboli dance, "Madal Tahaw", during the groundbreaking ceremony for the construction of the Maitum water system at Pearl Garden, Barangay Malalag on April 20. They also performed cultural dances entitled "madal temelek" or ritual in courtship dance and "madal blelah", a dance that portrays a mythical bird.
